HDF centre for Development Action and Research (cDAR) is a wing of Human Development Foundation’s (HDF) committed and dedicated to contribute towards improving the Human Development Continuum (Survival-Development-Participation) based on the priorities of the National Five-Year Plans and Millennium Development Goals.

We firmly BELIEVE, that ‘difference’ CAN help transform Odisha both socially and economically through building professionals and quality human resources at all levels with emphasis to build peoples’ institutions and communities as real agents of change.

The journey was started when many had dared to tread this path. Knowing well that many have failed, many have given up, some have compromised, and many have still been struggling.

The journey will be long and for sure a challenging one.
We are looking forward to the future-next. And beyond…

It is well realized and recognized that though the state has made commendable and impressive economic progress but it is not reflected in the field of social development as desired, resulting in growing disparities between class and caste in the community/society. The intrinsic question is where we need improvements:

  • At Policy-Making level? Or
  • At Policy Implementation level? Or
  • Use of services level? Or
  • Amalgamation of all?
This is envisaged to be achieved through
  • Supporting communities to set goals, plan and implement for themselves
  • Supporting Government to respond to the community plans and fix quality standards and norms
  • Motivating communities to make best use of the services
  • Facilitating joint Community-Government MIS
  • Influencing the policies to be more effective based on knowledge management.
